What linux 64 bits stable for install Openvz?

I think yes. The only problem is vzpkg tools are not working, so you have to stick to precreated templates.

What better solution for my case?

I have big server witch 12GB RAM and openvz is no stable in this server.

I use RHEL 4 64BITS.

Hello,

What instability do you mean?
OpenVZ should work properly on your configuration, if it isn't so - it is a bug or missconfiguration.
Can you, please, describe your problems precisely, and, if necessary fill bugs.
It greatly helps us to increase OpenVZ stability.
