Yes its possible to assign the same IP to two VEs, you should edit /etc/sysconfig/vz-scripts/VEID.conf of each VE, and assign the same IP to each.

As long as only one is running concurrently this will not introduce any problems. If you invoke vzctl to manage the config file for you, it will complain about the IP already being assigned. So, you need to manually edit the configs.
