Ещё вариант: кто-то дерижит файлик из VE private area. Был когда-то такой случай: оставил человек на одной из консолей shell в /vz/private/202/etc/ а на другой безуспешно пытался застартить 202-ую VEшку, постоянно получая от квоты сообщение "Device or resource busy".

Проверить эту гипотезу можно используюя lsof.
