When trying to add a Private IP, we get an error kicked out:
[root@openvz /vz]# vzctl set 9998 --save --ipadd 10.0.1.10
Adding IP address(es): 10.0.1.10
arpsend: 10.0.1.10 is detected on another computer : 00:00:0c:07:ac:00
vps-net_add WARNING: arpsend -c 1 -w 1 -D -e 10.0.1.10 eth0 FAILED
I know for a fact that IP is not anywhere on our network. This happens when we use any 10.0x or 192.168.x IPs. I think this may be a feature of Virtozzo to prevent setting up Private VE's, but I'm not sure.
I check the VE itself, the ip is bound and it's up, but wont ping out.
Any ideas?

No, there is no such feature that prevents private IP usage.
vzctl just uses arpsend utility (see arpsend(8) for details) to make sure nobody else is replying to that IP. In your case it found that something on the same LAN as your eth0 is claiming it owns this 10.0.1.10 address; and the only thing we know about that 'something' is it also claims its MAC address is 00:00:0c:07:ac:00.
In you case you have to find the range of IPs that will not intercept with that 'something'.
