according git log it's 026test020 patch released 5 days ago. Why it's
named 026test020.1 in download and announce?

5 days ago git was tagged by 026test020 tag, then we've built rpms with
path-026test020, which in turn are called like
ovzkernel-*-2.6.16-026test020.1.*.rpm and put them in internal testing. After
tests passed successful, we've upload these rpms to the web and make an
announce.

So, the meaning of the announce - kernel rpms are built, tested, and uploaded
to the web.

.1 extension is just rpm release number.
