First of all, template does not need a kernel - all VPSs and the host system share the single kernel.

You can use any distribution in the VPS, it does not have to be the same as a host system. But you can not use Red Hat 7.3 as a VPS template, it does not support kernel 2.6, you may come across a lot of issues.

So, the answer is: you can use any distro, as long as it supports Linux Kernel version 2.6. Most recent distros does this.
