Do you mean host or guest OS?

1. If you need support from host OS - there is no problem at all. You can download and install Nvidia driver for OVZ kernel or turn appropriate options for DVB in kernel configs and recompile it.

2. I can't see the reason why you can need access to this devices inside VPS, but if you really need you can allow VPS to access devices via `vzctl set` command with one of the following options:
[--devices b|c:major:minor|all:r|w|rw]
[--devnodes device:r|w|rw|none]
