Have you read the openvz users guide? There are several metrics for vps memory, such as guarantee, out of memory guarantee, soft/hard burst capacity. It depends how strictly you want to assign memory, how much you want to "overcommit" the physical memory. This is more of a business decision than a technical one so first you need to read the manual, understand the technical abilities of openvz, then apply your own business logic to the configuration.

this is a common question, thats my 2 cents.
