VPS should create <VPS ROOT>/reboot file if it should be rebooted.
in FedoraCore4 template we have /etc/rc6.d/S00vzreboot which contains:
--------- cut ---------
#!/bin/bash
>//reboot
--------- cut ---------
do you have such file in you VPS?
I'm not familiar with Gentoo initscripts, so I'm not sure whether it's
enough for it :)
