/proc/fairsched, /proc/fairsched2 content information exported by CPU Fairscheduler. This scheduler is used in OpenVZ in order to fairly distribute HN CPU power between VEs in accordance with --cpulimit, --cpuunits, --cpus settings of VEs.
Information from these files is used for example by vzcpucheck tool.
