Another update:

It would appear that the issue is this package causing the issue:

vcmmd.noarch 8.0.88-1.vz7 @openvz-os

I removed vcmmd.noarch (which of course removes a ton of dependencies that I had to manually re-install after), and replaced it with the package from the older release: https://download.openvz.org/virtuozzo/releases/openvz-7.0.20 -147/x86_64

vcmmd.noarch 8.0.77-1.vz7 @/vcmmd-8.0.77-1.vz7.noarch

And now the vcmmd service starts fine, and I've been able to get a container to run on the host, everything seemingly working now. However, there was a huge chain of dependencies that I went through and manually re-installed, and this fix was super "hacky". I'd do it on a production server in a pinch if I had to, but wouldn't feel comfortable running production VPS's on it, so I'm hoping we get an official fix soon.

This does shine some light on where the issue is with the latest release, so hopefully some devs will see this and patch the latest release ASAP. I have 4 hosts that I've updated to the latest release, and this issue has happened on each one of them.
