Unfortunately, no.

It's fresh CT w/o any such limits.
More than that, I tried to set those limits manually:
Set up ioprio: 7
Set up iolimit: 0
Set up iopslimit: 0

CT still show download 2-3Mb, when HN download is 70-100Mb Sad
