We have 2 LAN cards.

eth0 - used for internet connectivity of the VM's
eth1 - private network not used by the VM's

OpenVZ is configured with venet. We have NEIGHBOUR_DEVS=all in /etc/vz/vz.conf however when a VM is started/restarted networking will not work if both eth0 and eth1 are up on the node. If we shutdown eth1 and restart the VM its IP will start pinging.

How can we configure the node so that in case of a VM restart with eth0 and eth1 up the VM networking will still work and be able to access internet?

Probably I would try to set NEIGHBOUR_DEVS=eth0
