Why is vzdummy-apache and vzdev not included with any RHEL 6 template repositories?

I installed vzdummy-apache from ce5 repository and Apache didn't complain about it. Seems to be doing what it's supposed to. Just curious why it's not included/updated for RHEL 6 repositories.

Haven't tried vzdev yet.
