I think I've experienced this problem for nearly one year.
I typed this (IP is fake, just for demo):

after searching a lot:
I tried:
# vzctl set 869 --quotaugidlimit 100 --save
And it is no use and still the same 2nd level quota problem.
I also tried turning off quota:
# vzctl stop 869
# vzquota drop 869
# vzctl start 869
And then migrate again, it doesn't work and still the same 2nd level quota problem.
Both old HN and new HN run the same kernels:
