2. все правильно.
iptables -A INPUT -p tcp --dport 22 -j ACCEPT
iptables -A INPUT -p tcp --sport 22 -j ACCEPT

не то же самое что:

iptables -A INPUT -p tcp --dport 22 --sport 22 -j ACCEPT

реально, Вам вообще нужно только первое правило.
