Have you tried reading error message? Here's the relevant part:

"Cannot write Disk quota exceeded"

So your template is too big. What you need to do is increase CT disk quota for templates being created, usually it means increasing DISKSPACE values in /etc/vz/ve-basic.conf-sample file.

Also, I guess, it makes sense to use HyperVM customer support in case you have paid for their software.
