OpenVZ's published Ubuntu 10.04LTS templates do not autostart networking upon container restarts. There's nothing obvious in error logs, and I can't find much information on this while Googling around. Is this a known issue? Does it have a workaround?

I've had the same issue after a recent 'apt-get upgrade' to my Ubuntu 10.04 containers.
http://git.openvz.org/?p=vzctl;a=commit;h=d9757f798e055d31d1e5d985f428ddd7f2cb3a99
debian-add_ip.sh: fixlet for Ubuntu networking
In Ubuntu's /etc/init/networking.conf there are the following lines:
start on (local-filesystems
and stopped udevtrigger)
Our templates change it to:
start on local-filesystems
The problem is after apt-get upgrade this file is recreated and these
modifications are lost. We have to take care of fixing it on every IP
adding operation.
Hope that helps!
