Port shaping / Rate limit do not work in openvz containers [message #39566]

We are facing strange problem with the containers. We have set the port speed of the vps to 20mbps but the vps are able to burst 100mbps.
Openvz rate limit/port shaping work for inbound or just outbound traffic from the container?
Is it possible to limit the speed to X mbps and vps cannot use more then that.
