Is there any mechanism for moving second level quota's
(user&groups) from one vps in another?

what do you mean by moving? copying hard&soft limits and applying them on another VPS?

if yes, then you can check how vzmigrate scripts dump/restores quota limits on VPS migrationg. it uses vzdqdump/vzdqload utilities.
