From my experience "vzctl create .." is limited by the disk i/o speed. What is your disk configuration? such as disk type, speed, raid config, etc.

The difference between using one 7200rpm IDE for /vz and several 10k SCSI Raid-10 is enormous.

Paste us the output of:
iostat -k 5

(let it run for a minute in a seperate shell while vzctl create is running)
