Actually, it looks like all network connectivity from inside the VPS doesn't work... except I can do radius from the local subnet to it.

Do you have nat (ip masquerading) enabled on the host?

I figured it out... I changed the IP, but I never restared the VPS, so it still thought it had the old IP on a new subnet.
