After studying this doc
http://openvz.org/documentation/guides/installation/os-templ ate-cache

seems that if I need to create VPS with distro other than Fedora or CentOS, I must build "OS template metadata"
Quote:

Template metadata is a set of a few files containing the following information:

* List of packages that form this template
* Locations of package repositories
* Scripts needed to be executed on various stages of template installation
* Public GPG key(s) needed to check signatures of packages
* Additional OpenVZ-specific packages

Can someone tell the best way to create a VPS for other Linux?

You can read http://forum.openvz.org/index.php?t=tree&th=553&mid= 3028&&rev=&reveal= message and the answer on it. This is about how to create VPS from some distro, packed in tar.gz.

Also, kir's howto
http://forum.openvz.org/index.php?t=tree&goto=359&&a mp;srch=template+ssh#msg_359
can be usefull. It's about creating Debian template cache, but basic concepts are there.

As concerns creating template (not template cache).
Here is a small discussion about it
