%_install_langs can look like this:

I set mine to:
%_install_langs C:en_US:en_US.UTF-8

and ran vzpkgcache -f <affected_templates> like you said, recreated the VPS, then copied /etc/sysconfig/i18n from the HN to the VPS.

Now the LANG and SUPPORTED environment variables are set correctly, just like the HN.
