I want to confirm if OpenVZ 2.6.24-ovz004.1 is stable for production use at this time. I see that it mentions this version is: development*, maintained* - Not sure exactly what the "maintained*" means? Would appreciate any comments to this.

It simply means it is under active development. It is not production ready.
