I had the same problem and was just a annoyed but in doing some research on apaches bug traq i found its a /dev/urandom problem most the time. so do the following inside your ve and restart httpd and should work like a champ again at least it did for me

rm /dev/urandom
mknod --mode 444 /dev/urandom c 1 9
