I tried to add this inside my VPS but having same error.

here's the result.

~# sysctl -a | grep ip_forward
error: "Operation not permitted" reading key "net.ipv6.route.flush"
error: "Operation not permitted" reading key "net.ipv4.route.flush"
net.ipv4.ip_forward = 1
