how we can add ipt_owner to vzctl 3.0.18 or it will be in 3.0.19

Dear Mr.Ash

If You are able to build vzctl without assistance -- you can take the sources from http://openvz.org/download/utils/ and apply the follwong patch:
http://git.openvz.org/?p=vzctl;a=commitdiff;h=a8a9a236b375d5fc73db824277d565158dd11464

This patch has not been included into 3.0.19 and will be included into next vzctl release.

Dear Mr.Ash

Please download vzctl sources:
http://download.openvz.org/utils/vzctl/3.0.18/src/vzctl-3.0. 18.tar.bz2
untar it and apply the patch pointed in my previous letter.
Then run configure and then make.

If it is too complex for You, I would recommend You to wait until next vzctl release. Good news is that Kir going to build it soon.
