created one problem for us cpanel

in create new account :

[an error occurred while processing this directive]

Setting up Frontpage®...
/home/create1/public_html does not exist or is not a directory!

...Done

cpanel say to me :
Hello,

You'll need to contact your VPS provider to resolve this for you. You seem to
be hitting the VPS limit on the number of accounts your VPS can support.
