Why not 2.6.24-rc?
In any case, first of all is stability. OpenVZ team can't spend all their time on checking and bugfix'ing mainstream kernel. So all this versions (2.6.20,22 etc) is very development, and main target, as I think, is to integrate OpenVZ code with mainstream. But for production is more preferable to use, for example, redhat based kernel. Redhat fix mainstream bugs, add drivers support and some sort of features, and OpenVZ team tracking only their project.
The right question, which you could ask is "What next stable version of OpenVZ kernel?" or "What kernel will use the next Redhat realese?"
