df -i
df -h
cat /proc/user_beancounters
wc -l /etc/passwd
wc -l /etc/group

from HN:
grep -i ugid /etc/sysconfig/vz-scripts/<VEID>.conf
df -h
df -i

Send us that stuff and the problem should be apparent
