Can I assume that any parameters let out of the conf files default to unlimited? Or do some thing have to be in there so that the allocation isn't 0?
One of the common problem I'm having is unexpectedly running into limits. In my situation for the most part I want to eliminate all limits. Just looking for the best way to do that.

It is not true. The system does not set such parameters to unlimited and you get an error during the startup.
I advise you modify conf file manually or you can write the script to increase required parameters.
