You might could fake it by having some sort of process on the hn that looks for the presence of a file within your VPS directory structure and then runs that file or takes some pre-defined action.

So far as how to give a VPS special access to a device, read the man page to vzctl. There is a section on capabilities as well as device access. You might can engineer what you need with a combination of those... BUT as mentioned in the man page:

"WARNING: setting some of those capabilities may have far reaching security implications, so do not do it unless you know what you are doing."
