Is there any way short of a reboot to clear the bean counters to 0?

Kir, is there a bug then?

If you still see failcnt not reset to 0 after more than 5 minutes after VE is stopped, it means there is a bug in UBC code. Please file a detailed bug report to bugzilla.openvz.org

I restarted the whole VZ service and the counts don't change. Only a reboot will clear them.

Right, if failcnt is not zeroed in a few minutes after VE stop, this means a leak in UBC accounting -- so please indeed file a detailed report to bugzilla.openvz.org (including kernel version and cat of all the files in /proc/bc/$VEID/ directory before VE stop and a few minutes after).

Although minor, this is still an issue.
