The http://wiki.openvz.org/UBC_configuration_examples_tableexample configurations are for a system with 2 Gbytes of RAM, for example 2GBytes/120VEs .
the system i have has 4 Gbytes of RAM, how can i get an equivalant system that has 4GBytes/120VEs?

I think that if i use the 2GBytes/120VEs example configuration(without any changes) on my system , i get a system which can support 240 VEs,then i can multiply the UBC parameters by 2 and get a 4GBytes/120VE system.Am i right?

It isn't correct. Some resources have limits that are not depend on total RAM size on the node.

I would like to recommend you to use vzsplit utility.

thank you,
