Is this something that the creator of the issue marks? Or, only a moderator does?

The creator of the thread can "Edit" his post (there is such button). Then (s)he just adds *SOLVED* mark in the beginining of the subject manually Wink Sometimes moderator adds this mark, because people forget to do it after the problem is solved! Wink
