I am trying to run Sipx inside a VE (runs kind of OK but still
major issues). Sipx setup is easy if DNS and DHCP servers
running on the same machine as Sipx. Is there any issue in
running DNS and DHCP inside a VE ? I am new to openVZ and still struggling with some networking setup issues. So don't want to take on something that will be inherently difficult.

DNS it's ok to use in a VE and doesn't require any special setup.
With the DHCP you need to look at how to setup a VE with a veth interface instead of venet because dhcp listens on all ip address ranges (255.255.255.255)
