Can you please post here output of "ip r l" and "ip a l" in HN and VE. Also please check sysctls:
cat /proc/sys/net/ipv4/conf/veth102.0/forwarding
cat /proc/sys/net/ipv4/conf/veth102.0/proxy_arp
