I get this output when I try to migrate a VE between 2 HN with the same Kernel (2.6.18-ovz028stab031.1-smp). The Nodes run with CentOS4-4.3, vzctl-3.0.16-1 and vzquota-3.0.9-1.

# vzmigrate --online -v 195.141.118.236 194

before this I was able to migrate another VE with the same settings (quota enabled etc.).

Can you post here the output of this command on _destination_ node?
cat /proc/vz/vzquota

Well, as you can see, vzquota with id 194 is already running on the desitnation node:
194: /vz/private/194bak
1k-blocks 3253724 4096000 5120000 0 172800
inodes 163315 800000 880000 0 172800
You should swith off this quota first and then retry the migration procedure.

The VPS 194 is not running on this HN. Why is there a quota? Does it exist because of the unsuccessful migration attempt?

How can I "switch it off"?

It's hard to say, why OVZ disk quota with id 194 is on there: the prehistory can be very various.

In order to stop quota perform the following command:
# vzquota off 194
# vzquota drop 194
