When trying to create a VE, I get this:

vzquota : (error) Quota on syscall for 102: File exists
vzquota on failed [3]
vzquota : (error) Quota is not running for id 102

The VE gets created but when I try to start it I get:
vzctl start 102
Starting VE ...
vzquota : (error) Quota on syscall for 102: File exists
vzquota on failed [3]

#vzlist -a
102 - stopped some_ip some_host

#vzquota -v show 102
resource usage softlimit hardlimit grace
1k-blocks 4 1048576 1153434
inodes 1 200000 220000

/var/log/vzctl.log:
2007-04-19T17:45:41-0400 vzctl : VE 102 : Starting VE ...
2007-04-19T17:45:41-0400 vzctl : VE 102 : vzquota on failed [3]

Service vz is started through /sbin/service.
Running 2.6.18-8.el5.028stab027.1 on CentOS 4. /vz is not on dedicated partition.
Anyone knows what might be the problem here?

It seems that you have usual Linux disk quota running on filesystem, where OpenVZ private area resides. You should turn Linux quota off, remount filesystem and try create/start VE again.

Setting DISK_QUOTA=no gives:

2007-04-20T04:02:41-0400 vzctl : VE 102 : Unable to set capability: Operation not permitted
2007-04-20T04:02:41-0400 vzctl : VE 102 : Unable to set capability

Hello,

please, your vzctl version and kernel version. Do you create or start VE when this message appears? Please post the output of `cat /proc/$$/status` command.

And the contents of /etc/vz/conf/<veid>.conf and /etc/vz/vz.conf files.
