Скажите пожалуйста, когда намечается выпуск патча на 2.6.19 ядро?

Пока не намечается. Чем не устраивает 2.6.18 ядро?

Тоже есть желание... Например VirtualBox рекомендует > 2.6.18 ибо в диапазоне 2.6.17-2.6.18 что-там сломали, связанное с производительностью этих ядер в VirtualBox. А хочется иметь одно ядро и в реальной жизни и внутри VirtualBox

если VirtualBox поддерживает RHEL5, то все будет хорошо с нашим 2.6.18 %) что касается 2.6.20. Думаю через какое-то не очень большое время 2.6.18 перейдет в разряд stable, а на базе 2.6.20 - новый development branch.
