Is there any reason why OpenVZ would not work on a new dual Xeon 5300 series (Dual Quad-Core)?

And I realize on my dual xeon right now, it states a certain mhz per processor in /proc/cpuinfo...does that mean if I set the cpulimit to 80 on my new server, it would limit my VPS to 10% per CPU or would it just be 80% of all my CPU percentage.

Meaning, if my client was running a single threaded process, would they have any issues?
